RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review final Study prepared by Redwood Community Action Agency with Community Development Block Grant (CDBG) funding; and
2. Adopt Resolution accepting the study and directing staff to submit final report to the State of California Community Development Block Grant program staff.

DISCUSSION:
The county received a CDBG grant in 2018 for planning and technical assistance in the amount of $47,320 to prepare a study about the need for mobile mental health services. The study was proposed by Redwood Community Action Agency (RCAA), who also conducted the study. Due to COVID-19 the study was shortened and RCAA only spent $9,924.05. In addition, staff spent $100 to administer the grant, leaving $37,295.95 unused. The CDBG program does not allow these funds to be used for an activity not proposed.

The CDBG Program requires that the jurisdiction conduct a duly noticed public meeting to review the study and answer questions. This meeting was conducted on Sept. 27, 2021.

The attached resolution authorizes staff to submit the Mobile Medical Mental Health Services Study, return the remaining $37,295.95 in grant funds and to close out the grant.

FINANCIAL IMPACT:
The total amount of CDBG funding received by Long Range Planning (1100-282) was $47,320 for this grant in 2018. Due to the COVID-19 public health emergency, only $9,924.05 was expended. Costs for administering and operating the program were covered by the CDBG grant. Preparation of this Board Report was approximately $100.
