RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair of the Board to execute the attached Professional Services Agreement with Armstrong, Inc. for the Airport System Planning Study;

2.                     Authorize the Director of Aviation to execute any amendments and successor agreements after review by County Counsel and Risk Management; and

3.                     Direct the Clerk of the Board to return the original signed agreement to the Department of Aviation.

DISCUSSION:

The Humboldt County Airport System, which includes Arcata-Eureka California Redwood Coast-Humboldt County Airport, Murray Field, Rohnerville Airport, Garberville Airport, Kneeland Airport, and Dinsmore Airport, provides vital services including air carrier service, air cargo, US Coast Guard, air medivac, firefighting, business transportation, government transportation, flight training, search and rescue, and other general aviation related activities.  These airports currently offer varying levels of facilities and services and are in varying physical conditions.

 

The Humboldt County Airports System Planning Study (HCASPS) will be developed to provide safe and efficient facilities and services, and to identify and prioritize the capital, operational, and maintenance investments needed throughout the six airports.  This study will assess current facilities and operations, receive local stakeholder inputs, and identify and prioritize the improvements needed to maximize airport utilization and continue to maintain safe and efficient operating conditions.

 

Each of the six Humboldt County airports will be individually studied and evaluated to include: 1) an Inventory of airport facilities and activity, 2) determination of Facility Requirements, 3) development of a Recommended Development Plan, 4) creation of an Implementation and Financial Plan with a ten-year capital development plan, and 5) production of an updated Airport Layout Plan Drawing set for each airport.

 

 

 

 

FINANCIAL IMPACT:

The maximum amount payable for services rendered, and costs and expenses incurred, pursuant to the terms and conditions of this agreement is One Million Five Hundred Ninety-Eight Thousand Eight Hundred Sixty-Eight Dollars ($1,598,868).  There is no impact to the general fund. These expenses will be reimbursed to the County of Humboldt through the FAA Airport Improvement Program (AIP) Grant.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may decide not to authorize the agreement with Armstrong, Inc  However, this is not recommended due to potential impacts outlined below:

                     The Aviation Department would be forfeiting a FAA AIP Grant that will reimburse the County of Humboldt for 100% of costs, up to $1,598,868, for this project.

                     Humboldt County airports will eventually become unusable and unable to provide critical local services if maintenance of runway and taxiway pavements, and associated airport infrastructure, aren’t evaluated and addressed.
