Recommendation
That the Board of Supervisors:
1. Approve the supplemental budget request to establish a fixed asset line in fiscal year (FY) 2021-22 in budget unit 1100-221110 K9 Program for the purchase of two Police Service Dogs (4/5 vote required).

DISCUSSION:
The Humboldt County Sheriff's Office (HCSO) would like to expand its canine ("K9") program to aid Sheriff Deputy's on patrol. Police Services Dogs (PSDs) are an invaluable asset and force multiplier for law enforcement. PSDs are not only an additional tool to assist and protect their handler, but PSDs are also used to assist in containing large incidents, searching for wanted suspects/fugitives, as a deterrent for resisting arrest and/or escape. Additionally, PSDs are an additional less than lethal force option, to assist law enforcement in overcoming resistance, preventing escape, and affecting arrests. Currently HCSO has one PSD and anticipates onboarding the second PSD in January 2022 and the third in June 2022.

FINANCIAL IMPACT:
The purchase of each PSD is $13,110. A supplemental budget using HCSO State Asset Forfeiture funds in the amount of $26,220 is requested for two PSDs. As of Sept. 14, 2021 the HCSO State Asset Forfeiture Trust Fund 3642 has a balance of $1,198,228.01. There is no additional General Fund request for this program expansion.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the request, but this is not recommended. Adding additional PSDs to the K9 Program would benefit HCSO's efforts to protect and serve the community.
