RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Subscription Services Agreement between Visual Labs, Inc. and the County of Humboldt (Attachment 1) to provide body worn camera software; and
2. Grant a waiver from the provisions of the Nuclear Free Ordinance; and
3. Authorize the Chair of the Board to sign the agreement; and
4. Authorize the Chair of the Board or the Sheriff to sign all amendments, extensions or revisions for the term of the agreement.

DISCUSSION:
The Humboldt County Sheriff's Office (HCSO) is implementing a body worn camera (BWC) program and is recommending Visual Labs as a sole source vendor for the software subscription for the following reasons:
* Visual Labs comes highly recommended from other county Sheriff's Offices and has all the features necessary to implement a BWC program for a comparatively inexpensive price point.
* The software will be downloaded onto the current county issued cellular based Android telephones, reducing the upfront cost of the project. HCSO is not aware of any other vendor that provides an application that can be downloaded to an Android phone that enables the phone to become a body worn camera.
* Visual Labs application is both a "Certified" FirstNet application and "Approved" for the Verizon Public Safety Applications Portal. Those designations show that the application has been reviewed by a third party and has passed stringent tests for security, relevancy, data privacy and availability.
* Visual Labs is the only body worn camera company that has been given access to use special software code and is the only body worn camera company that is part of the Samsung public safety ecosystem.
