1. Adopt a Resolution which amends Resolution 21-68 to revise the date of the first public hearing regarding the Samoa Peninsula Enhanced Infrastructure District from October 14, 2021 to December 14, 2021 at 10:30 AM

DISCUSSION:
After adoption of Resolution 21-68 on June 29, 2021, which initiated the process to establish the Samoa Peninsula Enhanced Infrastructure Finance District (the EIFD), it was brought to staff's attention that a public meeting of the Public Financing Authority (PFA) would need to be held at least 60 days prior to the first Public Hearing in order to follow notification requirements under EIFD law. This public meeting will be held on October 19, 2021, during which staff will present the proposed EIFD and draft Infrastructure Financing Plan to the PFA. The initial public meeting must be held at least 30 days before the notice given for the first public hearing. Notice must then be published not less than once a week for 4 successive weeks before the first public hearing. In order to meet these requirements put in place by EIFD law, staff recommends the adoption of this resolution to amend resolution 21-68 and revise the date of the first public hearing regarding the EIFD from October 14, 2021 to December 14, 2021.
