That the Board of Supervisors:
Approve the attached supplemental budget for fiscal year 2021-2022 in the amount of $585,300.00 (4/5 vote required).

DISCUSSION:
On June 23, 2021, the California Secretary of State notified the Department of Finance (DOF) that a sufficient number of verified signatures had been submitted to initiate a recall election against the Governor. Pursuant to Elections Code section 11108(d), the DOF is required to consult with the affected county elections officials and the Secretary of State to estimate the costs of the recall election and submit the estimate to the Governor, the Secretary of State, and the Chairperson of the Joint Legislative Budget Committee. The Registrar of Voters submitted a cost report in the amount of $585,300.00. Pursuant to Control Section 16.00, 2021 Budget Act, the Director of Finance has directed the State Controller's Office to remit payment to the County of Humboldt in the amount of $585,300.00. Allocated funds were electronically transferred to the County of Humboldt on August 11, 2021.
FINANCIAL IMPACT:
The reimbursement of $585,300.00 provides the Office of Elections with funding necessary to conduct the 2021 California Gubernatorial Recall Election. Additionally, if there is excess funding, that sum can be used in the 2022 Statewide Primary Election.
