Recommendation
That the Board of Supervisors:
1. Authorize the Sheriff to sign the attached agreement (Attachment 1).
2. Authorize the Sheriff, Undersheriff or Deputy Director of Sheriff's Administration to sign any amendments or extensions to the agreement.

DISCUSSION:
During Emergency Operations Center (EOC) activations, it is crucial that the Office of Emergency Services (OES) is able to utilize qualified and experienced personnel to assist in managing emergency operations. Humboldt Bay Fire (HBF) has been a valuable partnering agency in past emergencies, providing personnel to assist with public information, staffing positions in the operations and/or logistics section as well as serving as technical specialists, liaisons and/or agency representatives in previous EOC activations.

This agreement will enable OES to continue requesting and utilizing HBF personnel for assignments that are outside the purview of the California Disaster and Civil Defense Master Mutual Aid Agreement and will provide HBF a pathway for reimbursement of staff costs for the duration of their services to the county when assigned/requested by OES or other Sheriff's Office leadership during an EOC activation.

FINANCIAL IMPACT:
Services will be billed to Humboldt County OES at the specific hourly rate for the HBF employee that is assigned to the Incident Command System role per the agreement. Humboldt County OES has included $20,000.00 for emergency response contingencies in the adopted budget for fiscal year 2021-22, in budget unit 1100-221899 SHF Emergency Response to use for EOC activations.
