RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Humboldt County Bridge Preventive Maintenance Project;
2. Award the attached project agreement to Mercer-Fraser Company for the total amount of One Million Five Thousand Fifty-One Dollars ($1,005,051);
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of Eighty-Five Thousand One Hundred Twenty-Four Dollars ($85,124).

DISCUSSION:
On June 15, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Humboldt County Bridge Preventive Maintenance Project for bids. On July 20, 2021, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Humboldt County Bridge Preventive Maintenance Project; award the attached project agreement to Mercer-Fraser Company for the total amount of One Million Five Thousand Fifty-One Dollars ($1,005,051); authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of Eighty-Five Thousand One Hundred Twenty-Four Dollars ($85,124).
FINANCIAL IMPACT:
The Humboldt County Bridge Preventive Maintenance Project is being funded by the Federal Highway Administration Bridge Preventive Maintenance Program (88.53%) and the Humboldt County Road Fund (11.47%). The contract bid amount is One Million Five Thousand Fifty-One Dollars ($1,005,051). The total project cost is estimated at One Million Two Hundred Fifty-Five Thousand Five Hundred Fifty-One Dollars ($1,255,551). The Humboldt County Road Fund will be responsible for One Hundred Forty-Four Thousand Eleven Dollars and Seventy Cents ($144,011.70) of the total costs associated with the Humboldt County Bridge Preventive Maintenance Project.
Expenditure appropriations relating to completion of the Humboldt County Bridge Preventive Maintenance Project are included in the approved fiscal year 2021-2022 budget for Road Fund budget unit 1200-321-2118. As a result, completion of the Humboldt County Bridge Preventive Maintenance Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Humboldt County Bridge Preventive Maintenance Project. However, this alternative is not recommended because the project will repair bridges throughout Humboldt County using funds that would not otherwise be available to the County of Humboldt.
