RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve an advanced step increase for Jessie Huskey, Building Maintenance Custodian (class 0268, salary range 315) from Step A to Step B, effective as of the hire date of July 26, 2021, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 Vote Required).

DISCUSSION:

In April of 2021, the Facility Management Division of the Humboldt County Department of Public Works held oral examinations for a Building Maintenance Custodial position (Recruitment number 21-00020, Class 0268). Jessie Huskey was selected for the position. At that time, the pre-employment physical and the Live Scans were scheduled. Public Works received the final clearance for hire on July 8, 2021. During this waiting period, Mr. Huskey worked as an Extra Help Park Caretaker in the Public Works Parks Division. The division was very happy with Mr. Huskey’s work.

The Facility Management Division would like to start Mr. Huskey at salary range 315, step B, and make that step retroactive to his hire date of July 26, 2021. Mr. Huskey worked at the Kelseyville Unified School District as a Custodian, later Head Custodian, for 7 years. It is rare to get candidates with this level of experience, which will shorten the training period that most new employees require.

FINANCIAL IMPACT:

If the advanced step increase from Step 1A to Step B is approved retroactive to July 26, 2021, the increased cost for fiscal year 2021-2022 would be $5,097. Due to vacant positions, there is sufficient funding in the approved Facility Management budget (1100-162) to support the additional costs associated with the step increase for this Building Maintenance Custodian position. As the General Fund allocations have already been budgeted and approved for fiscal year 2021-2022 this will not further impact the Humboldt County General Fund.

STRATEGIC FRAMEWORK:

The recommended action supports the Board of Supervisors’ Strategic Framework by investing in County of Humboldt employees.
