RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Humboldt County Department of Public Works to accept grant funding made available by the California Department of Transportation for development of the Humboldt Bay Trail Planning Study: Eureka to College of the Redwoods; and

2.                     Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to the California Department of Transportation.

DISCUSSION:

On June 25, 2021, the California Department of Transportation announced an award of  Two Hundred Eighty-Five Thousand Dollars ($285,000) of grant funding made available through the Sustainable Transportation Planning Grant Program to the Humboldt County Department of Public Works for development of the Humboldt Bay Trail Planning Study: Eureka to College of the Redwoods project.  Redwood Community Action Agency was a sub-applicant for this proposal and will be a partner on the implementation of the project.  The project will develop a plan to increase mobility options, and reduce the potential for conflicts between bicyclists, pedestrians and vehicles within the Highway 101 corridor, between Eureka and College of the Redwoods.  The project will plan an approximately three (3) mile southerly extension of the Humboldt Bay Trail along the railroad corridor combined with improvements on Tompkins Hill Road.  The project will leverage partnerships with public agencies, Pacific Gas & Electric, College of the Redwoods, community residents, local school districts and other stakeholders to improve safety, mobility and transportation equity for residents and students and advance state priorities for the California Coastal Trail and Great Redwood Trail.  Maps of the study area are provided in Attachment 1.

 

The California Department of Transportation requires that applicants for grant funding made available through the Sustainable Transportation Planning Grant Program adopt a resolution authorizing the execution and delivery of a restricted grant agreement, and any future amendments thereto, along with any and all other documents required or deemed necessary or appropriate to secure and accept such funding and/or complete the proposed project.  The standard terms and conditions for restricted grant agreements relating to the Sustainable Transportation Planning Grant Program  are provided in Attachment 2.  Accordingly, the Humboldt County Department of Public Works recommends that the Board adopt the attached resolution (Attachment 3) which authorizes the Humboldt County Public Works Director, or a designee thereof, to execute any and all agreements, amendments and other documents necessary to accept the grant funding made available by the California Department of Transportation.

 

FINANCIAL IMPACT:

The California Department of Transportation has allocated Two Hundred Eighty-Five Thousand Dollars ($285,000) for the project. The Humboldt County Association of Governments has allocated Thirty-Two Thousand Five Hundred Dollars ($32,500) as a cash match for the project. An in-kind match of Five Thousand Dollars ($5,000) has been incorporated into the approved fiscal year 2021-22 budget at expenditure line 1710-715-9110.  As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.

 

Following execution of the grant agreement, staff will develop a Request for Proposals for professional consulting assistance and bring this document to the Board of Supervisors for approval. At that time, staff will also prepare a supplemental budget request to incorporate the funding from the California Department of Transportation and Humboldt County Association of Governments into the fiscal year 2021-22 budget.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached resolution authorizing the Humboldt County Department of Public Works to accept grant funding made available by the California Department of Transportation for development of the Humboldt Bay Trail Planning Study: Eureka to College of the Redwoods.  However, this alternative is not recommended as it would prevent the Humboldt County Department of Public Works from collaborating with stakeholders to develop a plan for improved transportation facilities between the communities south of Eureka.
