RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the Resolution Establishing the Redistricting Advisory Commission  and Adopting Rules and Procedures;

2.                     Appoint Five Redistricting Advisory Commission members; and

3.                     Consider the addition of two at-large appointees to the Redistricting Advisory Commission.

DISCUSSION:

On Jul. 13, 2021, your Board took action related to the 2021 redistricting process by directing staff to return with a draft resolution to establish and appoint members to a Redistricting Advisory Commission (RAC). This commission will serve as members of the RAC to hear public testimony, receive draft voting district maps and present a final draft map for your Board’s approval and adoption, no later than Dec. 15, 2021.

 

The attached resolution establishes the RAC and adopts specific rules and procedures to govern operations (Attachment 1). These include but are not limited to adherence with Elections Code sections 21507, 21507.1, and 21508 and the Ralph M. Brown Act; a quorum of no less than 4 members; and requiring appointees attend all training sessions.

 

Elections Code, Section 23002(c) outlines that commission appointees may not be an elected official of the local jurisdiction, or a family member, staff member or paid campaign staff of an elected official of the local jurisdiction. Based on this criteria and your Board’s direction, staff has returned with a list of RAC appointees; one from each district Supervisor and drawn from the county as a whole, as detailed below. A full roster can be found in Attachment 2.

Staff recommends your Board adopt the draft Resolution Establishing the Redistricting Advisory Commission and Adopting Rules and Procedures and appoint the five named appointees. In addition, staff recommends your Board appoint two additional members to the RAC in light of the heavy time commitment and essential nature of the Commission’s work. The at-large appointees would ensure a quorum at each session, should the initial appointees be unable to attend.

 

 

FINANCIAL IMPACT:

There is no financial impact of this decision as RAC members serve on a volunteer basis.
