RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive a report from the Eureka Street Art Festival Planner;

2.                     Approve, and authorize the Public Works Director, or a designee thereof, to execute the attached Property Owner Agreement with the Eureka Street Art Festival; and

3.                     Authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the Property Owner Agreement with the Eureka Street Art Festival, after review and approval by County Counsel, Risk Management, and the County Administrative Office (CAO).

DISCUSSION:

On Mar. 23, 2021, your Board heard a report from the Eureka Street Art Festival Planner, authorized the use of the Courthouse wall on I Street for a mural, and authorized Public Works to work with the Eureka Street Art Festival to coordinate the planning of the mural.  Your Board also appointed a review committee consisting of Supervisor Virginia Bass, former CAO Amy Nilsen and Deputy Director of Facilities Management, Sean Meehan, to review and decide on the mural.

 

Working with the organizers and artists, the review committee has selected a mural concept which will be presented to your Board by the Festival Planner.

 

The Eureka Street Art Festival will power wash the wall, as well as paint and maintain the mural for a period of 5 years.  In consideration of this benefit to the county, Public Works Facilities Management is recommending a payment to the Eureka Street Art Festival in the amount of $2,500 to help defray the painting, maintenance and other costs associated with the creation of the mural.  The painting and maintenance of the mural by the Eureka Street Art Festival will reduce county maintenance efforts for this portion of the Humboldt County Courthouse exterior for the next five (5) years, and painting of the wall by an outside contractor would come at a significantly higher cost to the county.

 

FINANCIAL IMPACT:

There are sufficient funds for a payment to the Eureka Street Art Festival in the amount of $2,500 in the current fiscal year’s Building Maintenance (1100162) budget.
