RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Boys and Girls Club of the Redwoods regarding the provision of training and referral services that are designed to reduce the behavioral health impacts that may result from abuse and trauma experienced by youth residing in Humboldt County in an amount not to exceed Sixty Thousand Dollars ($60,000.00) for the period of July 1, 2019 through June 30, 2022;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Boys and Girls Club of the Redwoods dated March 3, 2020, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached first amendment to the professional services agreement with Boys and Girls Club of the Redwoods to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On March 3, 2020 (Item C-16), the Humboldt County Board of Supervisors approved the current professional services agreement with Boys and Girls Club of the Redwoods regarding the provision of training and referral services that are designed to reduce the behavioral health impacts that may result from abuse and trauma experienced by youth residing in Humboldt County for the period of July 1, 2019 through June 30, 2022.  The attached first amendment to the current professional services agreement with Boys and Girls Club of the Redwoods modifies the compensation, payment and execution requirements set forth therein in order to ensure compliance with any and all applicable local, state and federal reporting requirements. 

 

Accordingly, the Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”) recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached first amendment to the current professional services agreement with Boys and Girls Club of the Redwoods regarding the provision of training and referral services that are designed to reduce the behavioral health impacts that may result from abuse and trauma experienced by youth residing in Humboldt County for the period of July 1, 2019 through June 30, 2022.  It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Boys and Girls Club of the Redwoods dated March 3, 2020, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed training and referral services.

 

FINANCIAL IMPACT:

The current professional services agreement with Boys and Girls Club of the Redwoods has a maximum amount payable of Sixty Thousand Dollars ($60,000.00) for the period of July 1, 2019 through June 30, 2022.  The attached first amendment to the current professional services agreement with Boys and Girls Club of the Redwoods will not increase the maximum amount payable thereunder.  As a result, approval of the attached first amendment to the current professional services agreement with Boys and Girls Club of the Redwoods will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached first amendment to the professional services agreement with Boys and Girls Club of the Redwoods regarding the provision of training and referral services that are designed to reduce the behavioral health impacts that may result from abuse and trauma experienced by youth residing in Humboldt County.  However, this alternative is not recommended since it will not allow DHHS - Child Welfare Services to ensure compliance with any and all applicable local, state and federal reporting requirements.
