RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Humboldt Recovery Center, Inc. regarding the provision of residential substance use disorder treatment and counseling services for $200,000.00;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Humboldt Recovery Center, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Humboldt Recovery Center, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”) utilizes the System of Care approach to provide residential treatment services to Humboldt County residents who have been diagnosed with a substance use disorder.  Such an approach is essential in providing effective strategies for parents and youth to achieve safety, permanency and well-being.

 

Humboldt Recovery Center, Inc. operates seven residential treatment facilities located in Eureka, California, which provide a variety of substance use disorder treatment and counseling services, including, without limitation, assessment, group therapy, support, education and referral services.  DHHS - Child Welfare Services has previously contracted with Humboldt Recovery Center, Inc. on several occasions.  On each occasion, Humboldt Recovery Center, Inc. has demonstrated expertise in providing a full range of substance use disorder treatment and counseling services to eligible Humboldt County Residents.

 

The attached professional services agreement will allow eligible Humboldt County residents to receive necessary residential substance use disorder treatment and counseling services from Humboldt Recovery Center, Inc. for the period of July 1, 2021 through June 30, 2023.  It should be noted that the attached professional services agreement with Humboldt Recovery Center, Inc. comes to the Board after the start date due to delays that occurred during the contract development process.

 

Accordingly, DHHS - Child Welfare Services recommends that your Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement. Staff also recommends your Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any delay in the provision of needed residential substance use disorder treatment and counseling services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Humboldt Recovery Center, Inc. has a maximum amount payable of $200,000.00 for the period of July 1, 2021 through June 30, 2023, not to exceed $100,000.00 per fiscal year. Funds have been included in the adopted budget for fiscal year 2021-2022 in DHHS - Social Services budget unit 1160-508.  Funding for the attached professional services agreement with Humboldt Recovery Center, Inc. is available through state realignment revenues received by DHHS - Child Welfare Services.  As a result, approval of the attached professional services agreement with Humboldt Recovery Center, Inc. will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement, however, this alternative is not recommended since it will prevent DHHS - Child Welfare services from referring eligible Humboldt County residents to Humboldt Recovery Center, Inc.’s residential substance use disorder treatment facilities.
