RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached State of California Standard Agreement with the California Department of Parks and Recreation;
2. Approve, and authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute, the attached State of California Standard Agreement with the California Department of Parks and Recreation regarding the provision of water testing services at the Humboldt County Public Health Laboratory for the period of Nov. 11, 2021 through Oct. 10, 2024; and
3. Authorize the Department of Health and Human Services - Public Health Director, or designee thereof, to execute any and all subsequent amendments to, and any other certifications, agreements and documents directly associated with, the attached State of California Standard Agreement with the California Department of Parks and Recreation, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The Humboldt County Public Health Laboratory has been conducting water testing services for the California Department of Parks and Recreation for over 10 years. This testing analyzes recreational and drinking (potable) waters found within the state parks in Humboldt County for unsafe levels of harmful bacteria. The provision of such services contributes to the health and safety of visitors to state parks located in Humboldt County.
The attached State of California Standard Agreement with the California Department of Parks and Recreation will allow for the continued provision of water testing services at the Humboldt County Public Health Laboratory for the period of Nov. 11, 2021 through Oct. 10, 2024.
Accordingly, the Department of Health and Human Services - Public Health (DHHS - Public Health) recommends that the Board approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute, the attached State of California Standard Agreement with the California Department of Parks and Recreation regarding the provision of water testing services at the Humboldt County Public Health Laboratory for the period of Nov. 11, 2021 through Oct. 10, 2024. Staff also recommends that the Board authorize the DHHS - Public Health Director, or designee thereof to execute any and all subsequent amendments to, and any certifications, agreements and other documents directly associated with, the attached State of California Standard Agreement with the California Department of Parks and Recreation, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed water testing services.
FINANCIAL IMPACT:
Pursuant to the terms and conditions of the attached State of California Standard Agreement, the California Department of Parks and Recreation will reimburse the County of Humboldt up to an amount of $15,315 for any and all water testing services provided at the Humboldt County Public Health Laboratory during the period of Nov. 11, 2021 through Oct. 10, 2024. These funds have been included in the proposed fiscal year 2021-2022 budget for DHHS - Public Health fund 1175, Budget Unit 435, Public Health Laboratory. Approval of the attached State of California Standard Agreement with the California Department of Parks and Recreation will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached State of California Standard Agreement with the California Department of Parks and Recreation regarding the provision of water testing services at the Humboldt County Public Health Laboratory. However, this alternative is not recommended since it will not allow DHHS - Public Health to continue providing water testing services that are intended to ensure the health and safety of visitors to state parks located in Humboldt County.
