RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute the attached grant agreement with the Humboldt County Fair Association;
2. Authorize the County Administrative Officer, or designee thereof, to execute any and all subsequent amendments to the attached grant agreement, after approval by County Counsel and Risk Management; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached grant agreement with the Humboldt County Fair Association; and
4. Approve a supplemental budget in the amount of $200,000 for Budget Unit 1100-199 Contributions to Other for Fiscal Year 2021-22. (4/5 vote required)

DISCUSSION:
On June 8, 2021 your Board approved a supplemental budget allocating $200,000 to the Humboldt County Fair Association for activities related to their operations, lost revenue and tasks to hold a fair in 2021. This agenda item approves a grant agreement with the fair association for those activities. Because the contract was not executed in Fiscal Year 2020-21, funds from the prior year’s budget cannot be used for the contract. This agenda item includes a supplement budget for the current Fiscal Year 2021-22 in order to pay this agreement through the carry forward of previously allocated funds.
FINANCIAL IMPACT:
Funding for the grant agreement will come from the General Fund and will be recorded in the Contributions to Other budget unit (1100-199). This is a one-time expense for $200,000 from the General Fund, with $180,000 to be transferred to the fair as an advance and the final $20,000, or 10%, to be distributed once the county receives a final report from the fair association describing their grant activities. Allocating and distributing this funding to the fair association will allow the agency to hold a county fair in 2021, which brings in millions of dollars in economic activity to Humboldt County.

Your Board could choose to modify or reject the grant agreement. This is not recommended as the grant agreement as written allows the fair association to receive access to the funding allocated by your Board.
