RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the fiscal year (FY) 2020-2021 supplemental budget request for budget unit 1100-221700 Animal Shelter for an Animal Control Vehicle (Attachment 1) (4/5 vote required);
2. Approve the FY 2020-2021 appropriations transfer request for budget unit 1100-221700 Animal Shelter for a trailer; and
3. Authorize the Auditor-Controllers’ Office to make any technical corrections for any fixed asset object code corrections for all Sheriff’s Office budget units for FY 2020-2021.

DISCUSSION:
The Board of Supervisors approved an Animal Control Vehicle in FY 2019-2020 to be paid for with funds from the Animal Shelter Trust and General Fund allocation. Due to delays in manufacturing, related to COVID-19, the vehicle was not shipped until FY 2020-2021. The supplemental budget request is to recognize this transaction that rolled over into the following fiscal year.
The Animal Shelter budgeted funds in FY 2020-2021 in Object Code 2123 - Special Departmental for unanticipated equipment needs. Due to the August Complex Fires and the need to transfer equipment and supplies to evacuation sites, it became necessary to obtain a trailer for the Animal Shelter. The appropriations transfer request is to establish the fixed asset for a trailer for the shelter.
The Auditor-Controller’s office has continued to work on standardizing and reducing the number of object codes in the Chart of Accounts. This has resulted in some fixed asset budget appropriations being a different object code than where the asset expense was initially charged. The Sheriff’s Office is requesting authority for the Auditor-Controller’s Office to move the appropriations to where the expense is currently charged so that all fixed assets are balanced.
FINANCIAL IMPACT:
The supplemental budget request for the Animal Control Vehicle is for $43,060.00. Funds will be transferred in from the Animal Shelter Trust 3650. The Appropriations Transfer for the trailer is for $10,784.00. There are sufficient funds in budget unit 1100-221700 object code 2123 Special Departmental to cover this transfer. There is no additional impact to the General Fund.
