RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the attached membership applications from Megan Bonham and Michelle Vassel (Attachments 1 and 2);
2. Appoint Megan Bonham and Michelle Vassel to the HC-WDB for a two-year term effective immediately and pursuant to the HC-WDB Bylaws;
3. Ratify the HC-WDB re-appointments of Rosemary Den Ouden, Daniel Dixon, Michael Hetticher, Jeff Hunerlach, Libby Maynard, and Pru Ratliff to the HC-WDB for a term of two years effective immediately, in accordance with the HC-WDB Bylaws (Attachment 3);
4. Ratify the appointments to the HC-WDB Executive Committee of Shelley Nilsen as Chair and Lee Cunningham as Vice Chair (Attachment 3); and
5. Ratify the resignations from the HC-WDB of Dena McCullough (former Chair of the HC-WDB Executive Committee), Mike Newman (former Vice Chair of the HC-WDB Executive Committee), and Jessica Dalton (former HC-WDB member) (Attachment 3).

DISCUSSION:
The HC-WDB is a commission appointed by the Board of Supervisors and is required by the Workforce Investment Opportunity Act (WIOA) to oversee said funds and the workforce system in Humboldt County (the Local Workforce Development Area). The mission of the HC-WDB is to bring together resources to meet employer and employee needs and advance the prosperity of local communities. WIOA requires certain public agencies and labor unions to be appointed members of the HC-WDB. WIOA also requires that membership be 51% private sector and that the Chair of HC-WDB be a business representative.
The HC-WDB received and approved the applications to fill current vacancies and the nomination list for Fiscal Year 2021-22 membership at its May 14th meeting. The HC-WDB new appointments of Megan Bonham represents the private sector of diversified healthcare and Michelle Vassel represents the public sector of Native American community-based organization. The proposed appointments are in accordance with the HC-WDB Bylaws.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose to calendar this item for further discussion or the Board may choose not to appoint these individuals and instead direct the HC-WDB to conduct an additional search for applicants. This action is not recommended as these applicants have already been vetted through the appropriate process as directed by the HC-WDB Bylaws.
