Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Public Works Director, or a designee thereof, to execute, the attached first amendment to the maintenance services agreement with Johnson Controls Fire Protection LP regarding the provision of fire detection and alarm systems maintenance services at the Humboldt County Correctional Facility; and
2. Authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the maintenance services agreement with Johnson Controls Fire Protection LP, after review and approval by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:
On June 28, 2011, the County of Humboldt entered into the current maintenance services agreement with Johnson Controls Fire Protection LP, formerly known as SimplexGrinnell LP, regarding the provision of fire detection and alarm systems maintenance services at the Humboldt County Correctional Facility. The attached first amendment to the current maintenance services agreement with Johnson Controls Fire Protection LP will extend the term thereof for an additional one (1) year while staff considers options for improvements to this life safety system and its maintenance in the future.
Accordingly, staff recommends that the Board approve, and authorize the Public Works Director, or a designee thereof, to execute, the attached first amendment to the maintenance services agreement with Johnson Controls Fire Protection LP regarding the provision of fire detection and alarm systems maintenance services at the Humboldt County Correctional Facility. It is also recommended that the Board authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the current maintenance services agreement with Johnson Controls Fire Protection LP, after review and approval by County Counsel, Risk Management, and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed fire detection and alarm systems maintenance services at the Humboldt County Correctional Facility.
FINANCIAL IMPACT:
The attached first amendment to the maintenance services agreement with Johnson Controls Fire Protection LP will increase the maximum amount payable thereunder by Thirty-Eight Thousand Six Hundred Fifty-Eight Dollars and Ninety-Six Cents ($38,658.96) for the period of July 1, 2021, through June 30, 2022. Expenditure appropriations related to the attached first amendment to the maintenance services agreement with Johnson Controls Fire Protection LP have been included in the proposed fiscal year 2021-22 budget for budget unit 1100-243.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to authorize the Public Works Director to execute the attached first amendment to the maintenance services agreement with Johnson Controls Fire Protection LP regarding the provision of fire detection and alarm system maintenance services at the Humboldt County Correctional Facility. However, this alternative is not recommended because it will not allow for proper maintenance of the vital life safety system at the Humboldt County Correctional Facility.
