RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with North Coast Substance Abuse Council, Inc. regarding the provision of residential substance use disorder treatment and counseling services to eligible Humboldt County residents in an amount not to exceed $66,000 for the period of July 1, 2021 through  June 30, 2023;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any subsequent amendments to the attached professional services agreement with North Coast Substance Abuse Council, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with North Coast Substance Abuse Council, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Child Welfare Services (DHHS - Child Welfare Services) uses the System of Care approach to provide residential treatment services to Humboldt County residents who have been diagnosed with a substance use disorder. Such an approach is essential in providing effective strategies for parents and youth to achieve safety, permanency and well-being.

 

North Coast Substance Abuse Council, Inc. operates a residential treatment facility located in Eureka, California, which provides a variety of substance use disorder treatment and counseling services, including, without limitation, assessment, group therapy and support, education, referral and aftercare services. The Humboldt County Department of Health and Human Services has previously contracted with North Coast Substance Abuse Council, Inc. on numerous occasions.  On each occasion, North Coast Substance Abuse Council, Inc. has demonstrated expertise in providing a full range of substance use disorder treatment and counseling services to eligible Humboldt County residents.

 

The attached professional services agreement will allow eligible Humboldt County residents over 18years of age to receive residential substance use disorder treatment and counseling services from North Coast Substance Abuse Council, Inc. for the period of July 1, 2021 through June 30, 2023.

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with North Coast Substance Abuse Council, Inc. regarding the provision of residential substance use disorder treatment and counseling services to eligible Humboldt County residents for the period of July 1, 2021 through June 30, 2023. It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with North Coast Substance Abuse Council, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed residential substance use disorder treatment and counseling services.

 

FINANCIAL IMPACT:

The attached professional services agreement with North Coast Substance Abuse Council, Inc. has a maximum amount payable of $66,000 for the period of July 1, 2021 through June 30, 2023.  In no event shall the maximum amount paid under the attached professional services agreement with North Coast Substance Abuse Council, Inc. exceed $33,000 per fiscal year for fiscal years 2021-2022 and 2022-2023.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with North Coast Substance Abuse Council, Inc. in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with North Coast Substance Abuse Council, Inc. have been included in the proposed fiscal year 2021-2022 budget for DHHS - Social Services budget unit 1160-508. Funding for the attached professional services agreement with North Coast Substance Abuse Council, Inc. is available through state realignment revenues received by DHHS - Child Welfare Services. As a result, approval of the attached professional services agreement with North Coast Substance Abuse Council, Inc. will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with North Coast Substance Abuse Council, Inc. regarding the provision of residential substance use disorder treatment and counseling services to eligible Humboldt County residents.  However, this alternative is not recommended since it will not allow DHHS - Child Welfare Services to refer eligible Humboldt County residents to North Coast Substance Abuse Council, Inc’s residential substance use disorder treatment facility.
