RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1) Approve the second amendment to the agreement with Liebert Cassidy Whitmore for professional legal services for the term to encompass fiscal year 2020-21 to increase the contract amount by $150,000 for a total not to exceed amount of $600,000; and
2) Approve the first amendment to the agreement with Angelo Kilday Kilduff for professional investigative services for the term to encompass fiscal year 2020-21 to increase the contract amount by $50,000 for a total not to exceed amount of $100,000.

DISCUSSION:

The County of Humboldt has used the services of the employment law firm of Liebert, Cassidy, Whitmore ("LCW") for many years. Under the scope of this amendment LCW provides professional legal services to the county in administrative hearings, labor negations, and special employment law services. The county is also a member of LCW's Humboldt County training consortium (along with most local cities and other local agencies) which provides ongoing staff training and development on employment law issues. Your Board approved the current agreement in May of 2019 with an amendment signed in April of 2020. Due to the complexity of some of these task's staff endorses utilizing the firm and recommends increasing the total cost of the current amendment to $600,000 for the current fiscal year.

The County of Humboldt has used the services of the firm of Angelo Kilday Kilduff ("AKK") to provide necessary investigative services to the County including review of documents, interviews with staff members, phone conferencing, and other tasks associated with fact finding investigations.
