RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project;

2.                     Award the attached project agreement to Wendell John Gray Construction for the total amount of Four Hundred Fifty-Seven Thousand Six Hundred Seventy-Two Dollars ($457,672.00); and

3.                     Authorize the Chair of the Board to execute the attached project agreement with Wendell John Gray Construction upon submittal of the appropriate bonds and insurance.

DISCUSSION:

On May 4, 2021, the Board of Supervisors authorized the Clerk of the Board to advertise the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project for bids.  On June 8, 2021, the County of Humboldt received six (6) bids for the project, which are attached hereto as Attachment 1.

 

The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project.  It is also recommended that the attached project agreement be awarded to Wendell John Gray Construction for the total amount of Four Hundred Fifty-Seven Thousand Six Hundred Seventy-Two Dollars ($457,672) and that the Chair of the Board be authorized to execute the attached project agreement with Wendell John Gray Construction upon submittal of the appropriate bonds and insurance.

 

FINANCIAL IMPACT:

The Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services (18.75%), and the Humboldt County Road Fund (6.25%).  The contract bid amount is Four Hundred Fifty-Seven Thousand Six Hundred Seventy-Two Dollars ($457,672).  The total project cost is estimated at Five Hundred Seventy-Two Thousand Dollars ($572,000).  The Humboldt County Road Fund will be responsible for Sixty-Five Thousand Six Hundred Eight Dollars and Forty Cents ($65,608.40) of the total costs associated with the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project are included in the approved fiscal year 2021-2022 budget for Road Fund budget unit 321-2118.  As a result, completion of the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project to Wendell John Gray Construction.  However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
