Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute, the attached first amendment to the grantee services agreement with Aurrera Health Group regarding implementation of the ACEs Aware Program in Humboldt County for the period of June 30, 2020 through Dec. 31, 2021; and
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and other documents directly related, to the grantee services agreement with Aurrera Health Group, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
Adverse Childhood Experiences (ACEs) are defined as traumatic or stressful events, including, without limitation, abuse, neglect, violence and dissolution of familial stability, experienced by children. A consensus of scientific research demonstrates that ACEs can lead to some of the most harmful, persistent and expensive health challenges facing the state and the nation.
The State of California is leading the way in training and providing payment to Medi-Cal providers for ACEs screenings to significantly improve health and well-being across the state through implementation of the ACEs Aware Program. The ACEs Aware Program coordinates, develops, executes and hosts several evidence-based and practiced-based trainings and staff development trainings on various topics, which include, without limitation, domestic violence, cultural competency, with a focus on Native American populations, safety planning, workplace wellness, impact of trauma and ACEs, suicide and behavioral health.
On August 18, 2020 (Item C-21), the Humboldt County Board approved the current grantee services agreement with Aurrera Health Group regarding implementation of the ACEs Aware Program in Humboldt County for the period of June 30, 2020 through June 29, 2021. The attached first amendment to the current grantee services agreement with Aurrera Health Group will allow for the continued implementation of the ACEs Aware Program in Humboldt County for the period of July 1, 2021 through Dec. 31, 2021.
Accordingly, the Humboldt County Department of Health and Human Services - Public Health (DHHS - Public Health) recommends that the Board approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute, the attached amendment to the current grantee services agreement with Aurrera Health Group regarding implementation of the ACEs Aware Program in Humboldt County for the period of June 30, 2020 through Dec. 31, 2021. It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof to execute any and all subsequent amendments, and other documents directly related, to the current grantee services agreement with Aurrera Health Group, after review and approval by County Counsel, Risk Management and the County administrative Office, in order to avoid any unnecessary delays in the implementation of the ACEs Aware Program in Humboldt County.
FINANCIAL IMPACT:
The current grantee services agreement with Aurrera Health Group allows DHHS - Public Health to be reimbursed up to a maximum of $185,000 for activities related to implementation of the ACEs Aware Program in Humboldt County. Funding for this contract has been budgeted in Public Health-Family Violence Prevention (budget unit 1175-488) for Fiscal Year 2021-22. The attached first amendment to the current grantee services agreement with Aurrera Health Group will not affect the total amount awarded to the County of Humboldt. As a result, approval of the attached first amendment to the current grantee services agreement with Aurrera Health Group will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached first amendment to the grantee services agreement with Aurrera Health Group regarding implementation of the ACEs Aware Program in Humboldt County. However, this alternative is not recommended since it would severely limit DHHS - Public Health’s ability to increase public awareness of the effects of ACEs within Humboldt County.
