Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Bridge Preventive Maintenance Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, July 20, 2021, at 2:00 p.m.

DISCUSSION:
The Bridge Preventive Maintenance Project includes three (3) separate federal aid projects that provide maintenance for twenty-five (25) bridges in the Humboldt County Road System. Federal Project 5904(140) provides maintenance, including, without limitation, replacing timber stringers, deck, and railing, modifying an abutment, repairing concrete posts and rails, and replacing asphalt approaches, to four (4) bridges in the southern portion of Humboldt County. Federal Project 5904(154) provides maintenance, including, without limitation, replacing asphalt approaches, to nine (9) bridges located in the southern half of Humboldt County. Federal Project 5904(155) provides maintenance, including, without limitation, replacing asphalt approaches and joint seals, repairing spalled areas on the deck surface, and preparing and treating bridge decks with methacrylate, to twelve (12) bridges throughout Humboldt County.
The Humboldt County Department of Public Works (“Public Works”) received construction approval from the Federal Highways Administration for federal Projects 5904(140), 5904(154) and 5904(155) on April 24, 2019, May 8, 2020, and June 2, 2020. Public Works prepared the attached plans and specifications for the Bridge Preventive Maintenance Project based on bridge inspection reports that were prepared by the California Department of Transportation and reviewed by the County of Humboldt’s on-call bridge consultant, Quincy Engineering.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Bridge Preventive Maintenance Project.
FINANCIAL IMPACT:
There is no financial commitment until the Bridge Preventive Maintenance Project is awarded. This Project is being funded by the Federal Highways Administration Bridge Preventive Maintenance Program (88.53%) and the Humboldt County Road Fund (11.47%). The engineer’s cost estimate for the project is Eight Hundred Eighty-Four Thousand Eight Hundred Dollars ($884,800). The Humboldt County Road Fund will be responsible for One Hundred One Thousand Four Hundred Eighty-Six Dollars and Fifty-Six Cents ($101,486.56) of the costs associated with the Bridge Preventive Maintenance Project.
Expenditure appropriations related to completion of the Bridge Preventive Maintenance Project have been included in the proposed fiscal year 2021-22 budget for Roads, budget unit 321. As a result, the Bridge Preventive Maintenance Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Bridge Preventive Maintenance Project. However, this alternative is not recommended because the project will repair bridges throughout Humboldt County using funds that would not otherwise be available to the County of Humboldt.
