RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contracts, including all change orders approved by the Public Works Department, between Mercer-Fraser Company and Humboldt County for construction of the McCann Bridge (04C-0172) Preventive Maintenance and McCann Road (6D090) Post Mile 1.25 Storm Damage Repair Project; and

2.                     Approve the final claims for payment, to be submitted by the Public Works Department to the Auditor/Controller, in the amounts of Eight Hundred Ninety-Two Dollars and Twenty Cents ($892.20) for McCann Bridge (04C-0172) Preventive Maintenance and One Thousand One Hundred Three Dollars and Sixty-One Cents ($1,103.61) for McCann Road (6D090) Post Mile 1.25 Storm Damage Repair, which will bring the total amount paid to 100% of the contracts.

DISCUSSION:

The McCann Bridge (04C-0172) Preventive Maintenance and McCann Road (6D090) Post Mile 1.25 Storm Damage Repair Project is located along the main stem of the Eel River approximately six (6) miles east of Highway 101 off Dyerville Loop Road.

 

The community of McCann uses the low-level McCann Bridge (04C-0172) to access rural properties and residences during times of low flow for about six (6) to nine (9) months of the year. A ferry operated by the County of Humboldt is used for access when the Eel River rises above the McCann Bridge (04C-0172). The McCann Bridge (04C-0172) Preventive Maintenance Project consisted of repairing damaged concrete curbing and wingwalls and spalled concrete on the deck and soffit of the bridge, as identified by the California Department of Transportation’s Bridge Inspection Reports, in order to ensure that the public may continue to safely cross the Eel River during times of low flow. The Humboldt County Department of Public Works (Public Works) prepared plans and specifications for preventive maintenance to the McCann Bridge (04C-0172) based on topographic surveys and review conducted by Public Work’s on-call bridge consultant.

 

On June 2, 2020, Public Works received approval from the Federal Highway Administration’s Bridge Preventive Maintenance Program to proceed with the preventive maintenance to the McCann Bridge (04C-0172) project using advance construction funding. Advance construction funding requires that the County of Humboldt fund the maintenance to the McCann Bridge (04C-0172) until federal aid funding is allocated in the next federal fiscal year. The Federal Highway Administration is in the process of approving federal aid funding for the preventive maintenance to the McCann Bridge (04C-0172) project.

 

On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. McCann Road (6D090) Post Mile 1.25 experienced roadway failure due to runoff erosion and saturated embankment soils slipping beneath the roadway. The embankment failure resulted in temporary road closure. Public Works road crews reopened the roadway to provide emergency access until a permanent repair could be completed.  

 

On Sept. 20, 2019, Public Works received approval from the Federal Emergency Management Agency to proceed with storm damage repairs to McCann Road (6D090) Post Mile 1.25. Public Works prepared plans and specifications for the storm damage repairs based on a topographic survey of the damaged area conducted by Ontiveros and Associates, a geotechnical study prepared by Crawford and Associates, and design engineering reports prepared by Public Works. The storm damage repairs to McCann Road (6D090) Post Mile 1.25 project consisted of constructing a rock slope buttress, reinforcing the embankment with geosynthetic material, installing underdrainage, restoring the road surface to pre-disaster conditions with aggregate base and hot mix asphalt, and installing sediment and erosion control items.

 

On June 23, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the McCann Bridge (04C-0172) Preventive Maintenance and McCann Road (6D090) Post Mile 1.25 Storm Damage Repair Project for bids. On July 28, 2020, the County of Humboldt received a total of four (4) bids for the project. The project agreement was awarded to Mercer-Fraser Company, the lowest responsible bidder, on Aug. 25, 2020. The award amount was Seven Hundred Eighty-Eight Thousand Eight Hundred Thirty-Five Dollars ($788,835), and contract change orders executed during the project increased the authorized amounts by Seven Thousand Eight Hundred Eighty-Nine Dollars ($7,889) for Contract Number 216141 (McCann Bridge Preventive Maintenance Project) and Eight Thousand Five Hundred Twenty Dollars and Fifty Cents ($8,520.50) for Contract Number 217306 (McCann Road Post Mile 1.25 Storm Damage Repair Project).

 

Public Works recommends that the Board of Supervisors accept the completed contracts, including all change orders approved by Public Works for this project, and approve the final claims for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are Eight Hundred Five Thousand Two Hundred Forty-Four Dollars and Fifty Cents ($805,244.50). Progress payments totaling Two Hundred Fifteen Thousand Forty-Six Dollars and Eighty Cents ($215,046.80) have been paid for the McCann Bridge (04C-0172) Preventive Maintenance Project, and the final claim for payment in the amount of Eight Hundred Ninety-Two Dollars and Twenty Cents ($892.20) is outstanding. Progress payments totaling Five Hundred Eighty-Eight Thousand Two Hundred One Dollars and Eighty-Nine Cents ($588,201.89) have been paid for the McCann Road (6D090) Post Mile 1.25 Storm Damage Repair Project, and the final claim for payment in the amount of One Thousand One Hundred Three Dollars and Sixty-One Cents ($1,103.61) is outstanding.

 

The preventive maintenance to the McCann Bridge (04C-0172) is funded by the Federal Highway Administration’s Bridge Preventive Maintenance Program (88.53%) and the Humboldt County Road Fund (11.47%). The storm damage repair to McCann Road (6D090) Post Mile 1.25 is funded by Federal Emergency Management Agency Disaster Funds (75%), the California Governor’s Office of Emergency Services (18.75%), and the Humboldt County Road Fund (6.25%).

 

Expenditure appropriations relating to completion of the McCann Bridge (04C-0172) Preventive Maintenance and McCann Road (6D090) Post Mile 1.25 Storm Damage Repair Project are included in the approved fiscal year 2020-21 budget for Road Fund budget unit 321-2118. As a result, completion of the McCann Bridge (04C-0172) Preventive Maintenance and McCann Road (6D090) Post Mile 1.25 Storm Damage Repair Project will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the McCann Bridge (04C-0172) Preventive Maintenance and McCann Road (6D090) Post Mile 1.25 Storm Damage Repair Project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contracts.
