RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and ratify the Public Works Director’s execution of, the attached first amendment to the consultant services agreement with Nichols, Melburg & Rossetto Architects regarding the provision of design engineering services for the Humboldt County Community Corrections Re-Entry Resource Center Project; and

2.                     Authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the consultant services agreement with Nichols, Melburg & Rossetto Architects, after review and approval by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:

On May 24, 2016, the Board of Supervisors authorized the Public Works Director to advertise and distribute a Request for Qualifications for Professional Services for the design of the Humboldt County Community Corrections Re-Entry Resource Center Project (“Project”).

 

On Sept. 13, 2016, the Board authorized the Public Works Director to enter into negotiations with Nichols, Melburg & Rossetto Architects (“NMR”) for professional design services to continue the design of the Project.  The Board subsequently authorized award of a consultant services agreement to NMR for design engineering services on Jan. 3, 2017.  The current consultant services agreement with NMR had a maximum amount payable of One Million Eight Hundred Ten Thousand Dollars ($1,810,000) for a period of one thousand six hundred (1,600) days.

 

The attached first amendment to the current consultant services agreement with NMR will extend the term thereof for an additional one thousand (1000) days for a total of two thousand six hundred (2600) days in order to allow for the continued provision of design engineering related to the Project.

 

Accordingly, staff recommends that the Board approve, and ratify the Public Works Director’s execution of, the attached first amendment to the current consultant services agreement with NMR regarding the provision of design engineering services for the Community Corrections Re-Entry Resource Center Project. It is also recommended that the Board authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the current consultant services agreement with NMR, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed design engineering services.

 

FINANCIAL IMPACT:

Approval of the attached first amendment to the current consultant services agreement with NMR will not increase the County of Humboldt’s existing financial obligation for the design engineering services provided thereunder.  The total maximum amount payable remains at One Million Eight Hundred Ten Thousand Dollars ($1,810,000).

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve, and ratify the Public Works Director’s execution of, the attached first amendment to the current consultant services agreement with NMR regarding the provision of design engineering services for the Community Corrections Re-Entry Resource Center Project.  This alternative is not recommended because it would delay and complicate the oversight of the Project.
