RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Ratify the execution of various agreements by the Department of Health and Human Services Director and designees thereof in response to COVID-19;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute all future amendments to these agreements in response to COVID-19 upon review and approval of County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return a certified copy of the Board order to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Board of Supervisors resolved to authorize Department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements must be ratified by the Board of Supervisors at the next available Board meeting. In response to this resolution, the Department of Health and Human Services (DHHS) has developed and executed several agreements with local partners. DHHS continues to work with local partners to further strengthen the county’s response to the COVID-19 pandemic and additional agreements are currently in development.
Accordingly, DHHS recommends that the Board ratify the execution of the following agreements and associated amendments by the DHHS Director and designees thereof:
1. Professional Services Agreement with Areli Cupp.
a. Purpose: Translation services for documents issued by County’s Joint information Center into Spanish, in response to COVID-19
b. Term of Agreement: Feb. 3, 2021 through Dec. 31, 2021
c. Cost: $36,400
2. Memorandum of Understanding (MOU) with McKinleyville Community Services District
a. Purpose: Deployment and operation of COVID-19 testing operations
b. Term of Agreement: Dec. 11, 2020 through June 30, 2021
c. Cost: none
3. Second Amendment to the MOU with Blue Lake Rancheria
a. Purpose: Deployment and operation of COVID-19 emergency operations
b. Term of Agreement: July 1, 2020 through Dec. 31, 2020
c. Cost: $0.00
4. MOU with City of Arcata
a. Purpose: Deployment and operation of COVID-19 testing operations
b. Term of Agreement: Dec. 11, 2020 through June 30, 2021
c. Cost: $0.00
5. First Amendment to the MOU with City of Arcata
a. Purpose: Addition of Federal Provisions to COVID-19 Agreement
b. Term of Agreement: Dec. 11, 2020 through June 30, 2021
c. Cost: $0.00
6. MOU with City of Fortuna
a. Purpose: Deployment and operation of COVID-19 testing operations
b. Term of Agreement: Dece. 2, 2020 through June 30, 2021

7. MOU with College of the Redwoods
a. Purpose: Deployment and operation of COVID-19 vaccination operations
b. Term of Agreement: Jan. 6, 2021 through July 31, 2021

8. MOU with Humboldt County Office of Education
a. Purpose: Relocation of County’s Emergency Operations Command and Joint Information Command at the facility known as the Sequoia Conference Center during the COVID-19 pandemic

a. Purpose: Extend the term of the MOU for Relocation of County’s Emergency Operations Command and Joint Information Command at the facility known as the Sequoia Conference Center during the COVID-19 pandemic
b. Term of Agreement: March 23, 2020 through Nov. 15, 2020
c. Cost: $0.00
10. MOU with St. Joseph Hospital of Eureka
a. Purpose: Operation of the Alternative Care Site as needed during the COVID-19 pandemic.
b. Term of Agreement: Dec. 7, 2020 through June 30, 2021
c. Cost: $56,200.00
11. MOU with Hoopa Valley Tribe
a. Purpose: Deployment and operation of COVID-19 testing operations
b. Term of Agreement: Dec. 17, 2020 through June 30, 2021
c. Cost: $0.00
12. MOU with United Indian Health Services and the County of Del Norte
a. Purpose: Deployment and operation of COVID-19 testing operations
b. Term of Agreement: Sept. 30, 2020 through June 30, 2021
c. Cost: $144,957.83
DHHS further recommends that the Board authorize the DHHS Director, or a designee thereof, to execute the following anticipated amendments upon review and approval of County Counsel, Risk Management, and the County Administrative Office:
1. First Amendment to the MOU with College of the Redwoods

e. Term of Agreement: Jan. 6, 2021 through July 31, 2021

a. Purpose: Addition of Federal Provisions to COVID-19 Agreement
b. Term of Agreement: Sept. 30, 2020 through June 30, 2021
c. Cost: $144,957.83
FINANCIAL IMPACT:
Cost recovery efforts to support the COVID-19 related response efforts will be sought through grant funds and Federal Emergency Management Agency (FEMA) reimbursement. These agreements will be supported by Public Health Fund 1175, Budget Unit 455, PH Preparedness and Response. However, the General Fund may be impacted if reimbursement of COVID-19 expenses are not received timely through state and federal funders.

This action supports the Board’s Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.
