RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adjourn as the Humboldt County Board of Supervisors;
2. Convene as the Governing Board of the Humboldt County In-Home Supportive Services Public Authority and consider the following agenda;
a. Approve recommendation to appoint Sarah Mixon to the In-Home Supportive Services Advisory Board; and
3. Reconvene as the Humboldt County Board of Supervisors.

DISCUSSION:
On June 6, 2000, the Humboldt County Board of Supervisors adopted Resolution 2000-50 which established the Advisory Board on In-Home Supportive Services (IHSS) as mandated by Assembly Bill 1682. On Sept. 10, 2000, the Humboldt County Board of Supervisors adopted Ordinance #2278 (Humboldt County Code section 2213-1 et seq.) which established the Humboldt County Public Authority for In-Home Supportive Services. Section 2213-4 of the ordinance provides that the Board of Supervisors serves as the governing body for the Public Authority. Section 2213-6(c) provides that the Advisory Board shall report directly to the Public Authority's Governing Board. On Sept. 20, 2005, the Board of Supervisors approved Resolution No. 05-62, transferring the oversight of the In-Home Supportive Services Advisory Board from the Board of Supervisors to the Public Authority Governing Board. On Dec. 18, 2013, the Board of Supervisors, convening as the Public Authority, approved Agenda Item No. H-3 approving the bylaws for Humboldt County In-Home Supportive Services Advisory Board.
