RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1) Approve an amendment to the agreement with Municipal Resource Group LLC (MRG) for professional services for the term of fiscal year 2020-21 and authorize the Chair of the Board to sign the amendment; and
2) Approve the supplemental budget for Fiscal Year (FY) 2020-21 for Liability in fund 3524, budget unit 354, in the amount of $100,000 (4/5 vote required).

DISCUSSION:
The County of Humboldt has used the services of the Municipal Resource Group LLP (MRG) for many years. MRG provides investigative services to the County of Humboldt, including reviewing of documents, interviews with staff members, phone conferencing, preparation of summaries or reports and the preparation of appropriate factual determinations. MRG will investigate allegations related to the work environment and provide services that are reasonably required.
The current professional services agreement with MRG was approved by the Humboldt County Purchasing Agent on September 17, 2020 in an amount not to exceed $50,000 with a term through June 30, 2021. This agreement covers services provided for investigative services to the County of Humboldt. Due to the significant volume of cases and unforeseen issues, the current agreement needs an amendment to increase the not to exceed amount by $100,000. Staff would like to continue using the professional services of MRG through the remainder of the fiscal year, and recommends increasing the total cost of the agreement to a total not to exceed amount of $150,000 for the term through June 30, 2021.
FINANCIAL IMPACT:
Ongoing expenses under the agreement are funded through the Liability Fund. The contract from today’s date through June 30, 2021 sets a maximum payable amount of $150,000, an increase of $100,000 from the agreement previously approved by the Humboldt County Purchasing Agent. Funding is available through the Liability fund balance and collection of cost allocation charges from departments. Approval of the attached professional services agreement with MRG will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the amendment. This is not recommended as MRG is currently actively assisting the county in several matters within the scope of the agreement.
