RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Open the public hearing regarding the installation of two speed humps on Kneeland Road in the Bridgeville area, and close the public hearing; and
2. Based upon the public testimony, approve or deny the request for the installation of two speed humps on Kneeland Road on either side of the Bridgeville School entrance.

DISCUSSION:
The Bridgeville Community Center is requesting approval of two speed humps on Kneeland Road on either side of the entrance to Bridgeville School (Attachment 2), in the Bridgeville area. Kneeland Road has a functional classification of principal arterial. Per the department's Speed Hump Policy (Attachment 4) adopted by the Board of Supervisors on July 24, 2007, speed humps may be permitted on roadways with a functional classification of arterial when authorized by the Board of Supervisors. There are no parallel roads within close proximity to Kneeland Road to which traffic might divert if the speed humps are constructed. Pursuant to the Speed Hump Policy, the department is presenting the request for speed humps to the Board of Supervisors for consideration.
The petitioner has identified grant funding for this project that is contingent upon approval of the speed humps by the Board of Supervisors. The grant deadline is May 1, 2021; therefore, Public Works is moving this agenda item forward anticipating approval from City Ambulance.
The underlying property is owned by a limited liability corporation and in care of an individual who lives out of the area. The individual has been contacted and will bring the topic to the Board of Directors for approval at their next regularly scheduled meeting in...
