RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Humboldt County Public Works Department, between Euro Style Management and Humboldt County for construction of Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (F3D010) at Post Mile 0.00; and

2.                     Approve the final claim for payment in the amount of Twelve Thousand Dollars ($12,000), which will bring the total amount paid to 100% of the contract.

DISCUSSION:

On Aug. 15, 2017, the Public Works Department (“Public Works”) advertised for construction the Bridge Preventive Maintenance Program Projects at North Fork Mad River Bridge (4C-026) on Maple Creek Road (5L100) Post Mile 1.32 and Honeydew Bridge (4C-055) on Mattole Road (3D010) Post Mile 0.0.  Public Works received one (1) bid proposal with a bid amount significantly higher than the engineer’s estimate. As a result, the Board of Supervisors rejected the bid on Oct. 17, 2017.

 

On Dec. 7, 2019, Public Works issued task order number DPW2018-007-T02 to Quincy Engineering, Inc., to analyze the design strategy and prepare plans, specifications and an estimate for re-bidding and construction. Public Works and Quincy Engineering, Inc., decided to separate the original bridge preventive maintenance project, which included North Fork Mad River Bridge (4C-026) and Honeydew Bridge (4C-055), into two individual bridge projects. Quincy Engineering, Inc., performed a constructability review and developed a more buildable approach to fixing the damages on Honeydew Bridge. The work scope followed the recommendations of the State Department of Transportation’s Bridge Inspection Report dated March 28, 2019.

 

On Aug. 11, 2015, Public Works received approval from the State Department of Transportation to proceed with the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) at Post Mile 0.00. The work consisted of replacing the timber bridge deck (complete replacement of transverse planks and longitudinal runners) and bridge railing; replacing various steel truss components, including painting the new components and spot painting connection points; and removing and reinstalling components of the anchor bolts on all four movable bearings.

 

On Jul. 14, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Honeydew Bridge (4C-055) Preventive Maintenance Project for bids and authorized the Director of Humboldt County Public Works to award the project agreement to the lowest responsive bidder and to execute the project agreement upon submittal of the appropriate bonds and insurance. On Aug. 11, 2020, the county received four (4) bids for the project. The project agreement was awarded to Euro Style Management, the lowest responsive bidder, on Aug. 14, 2020. The award amount was Six Hundred Seventy-Seven Thousand Two Hundred Thirty-Three Dollars ($677,233), and contract change orders executed during the project increased the authorized amount by Eleven Thousand Two Hundred Sixty Dollars ($11,260).

 

Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by Public Works for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are Six Hundred Eighty-Eight Thousand Four Hundred Ninety-Three Dollars ($688,493). Progress payments totaling Six Hundred Seventy-Six Thousand Four Hundred Ninety-Three Dollars ($676,493) have been paid, and the final claim for payment in the amount of Twelve Thousand Dollars ($12,000) is outstanding.

 

This project was funded through Federal Highway Administration Bridge Preventive Maintenance Program Funds (88.53%) and the Humboldt County Road Fund (11.47%). Expenditure appropriations relating to completion of the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (F3D010) at Post Mile 0.00 are included in the approved fiscal year 2020-21 Road Fund budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
