DISCUSSION:
On Mar. 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Mattole Road (F3C010) Post Miles 36.06 and 36.16, near the city of Ferndale in the south-western portion of Humboldt County, experienced roadway settlement and shoulder failure. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

On Nov. 19, 2020 and Nov. 26, 2020, the Humboldt County Department of Public Works ("Public Works") received Federal Highway Administration funding approval to proceed with the Mattole Road (F3C010) Post Miles 36.06 and 36.16 Storm Damage Repair Project. GHD, Inc. and Public Works subsequently prepared the attached plans and specifications for the project based on topographic surveys of the damaged area that were prepared by Points West Surveying Company and geotechnical studies prepared by Crawford and Associates. The work proposed in the attached plans and specifications consists of reconstructing the roadway embankment and roadbed with geosynthetic material, constructing a rock buttress, installing sub-drainage and storm drainage systems, restoring the roadway to original width and adding sediment and erosion control items.
