RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the resolution in support of the development of USBR 95 and designating certain county roads to be made part of the USBR 95 network.

SOURCE OF FUNDING:
Road Fund (1200)
DISCUSSION:
Cyclists traveling through the county already have guidance on a north-south travel route under the Pacific Coast Bike Trail. Currently these signs are infrequent and at some locations missing. A national effort is moving forward to officially designate bike routes as highways are marked throughout the nation. The designation system is being developed under the American Association of State Highway and Transportation Officials (AASHTO) and coordinated with Caltrans on a statewide basis. USBR 95 is envisioned to run from Alaska south to its termination in San Diego, California.
USBR 95 follows much the same course as the Pacific Coast Bike Trail. State Highway 1 serves as the backbone of the route. Within unincorporated Humboldt County, the route focuses on county maintained roads within the coastal area and includes:
• Patricks Point Drive (Class III)
• Westhaven Drive (Class III)
• Tompkins Hill Road (Class III)
• Hookton Road (Class III)
• Eel River Drive (Class III)
• Fernbridge Drive (Class III)
• Lake Benbow Drive (Class III)
• Benbow Drive (Class III)
USBR 95 will also include the following county maintained roads which are currently designated as portions of the Hammond Trail:
• Clam Beach Drive (Class III)
• Letz Avenue (Class III)
• Murray Road (Class II and Class III)
• Fischer Avenue (Class I and Class III)
• Mad River Road (Class III)
• Upper Bay Road (Class III)
The cities of Eureka and Arcata have already given their consent for the proposed USBR alignment through their jurisdictions. After adoption, staff will relay the resolution designating USBR 95 to Caltrans for future implementation.
FINANCIAL IMPACT:
There is no impact to the Road Fund as the resolution only establishes a route. If the route is to be signed in the future, the Public Works Department will either request the California Department of Transportation (Caltrans) fund the necessary signs or issue an Encroachment Permit to Caltrans and allows Caltrans to install the signs. There is no impact to the general fund.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by building interjurisdictional and regional cooperation.
OTHER AGENCY INVOLVEMENT:
Caltrans
AASHTO
Adventure Cycling Association

ALTERNATIVES TO STAFF RECOMMENDATIONS:
