RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached Mutual Aid Agreement between County of Mendocino and County of Humboldt; and
2. Direct the Clerk of the Board to return two signed copies of the agreement to Chief Probation Officer Shaun Brenneman.

DISCUSSION:
Recent Public Safety Power Shutoffs (PSPS) have caused the Probation Department to closely review the department's existing Continuity of Operations Plan (COOP). One of the challenges identified was the Juvenile Hall. Probation is mandated to operate a juvenile hall; however, in the event of a forced evacuation there is no local suitable secure facility into which staff can move youth. The best available options are contiguous counties. To that end, Humboldt County Probation is seeking to enter into a mutual aid agreement with Mendocino County Probation. The agreements are mutual, meaning that Humboldt County would also receive Mendocino County youth in the event of a disaster forcing evacuation there.

FINANCIAL IMPACT:
It is likely that in many fiscal years this agreement will not be activated and there will be no financial impact. However, in the event that Humboldt County Probation must evacuate youth to Mendocino, there will be no cost for the first 7 days. Beyond 7 days, the cost to the sending county will be $80 per day per youth and should the length of stay extend beyond 21 days, the cost to the sending county would be $150 per day per youth.
