RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Appoint Supervisor Rex Bohn and Supervisor Steve Madrone to a Department of Health and Human Services - Child Welfare Services Ad Hoc Committee; and
2. Direct the Clerk of the Board to send a letter to the Northern California Tribal Chairmen's Association informing them of the creation of the Child Welfare Services Ad Hoc Committee and its Membership.

DISCUSSION:
The Department of Health and Human Services - Child Welfare Services ((DHHS-CWS) is continuing its efforts to change processes, procedures, and organizational culture to better serve Native American children and families. DHHS-CWS is developing an Indian Child Welfare Act (ICWA) Program, which will specialize in serving Native American families, working with Tribes, adhering to ICWA, and following current and prospective Memorandums of Understanding between Tribes and the County of Humboldt.

DHHS-CWS has been meeting with Humboldt Tribal Social Services Directors to discuss the CWS ICWA Program. To support government-to-government conversation with sovereign Tribal nations and to encourage partnership between governments, DHHS requests that your Board appoint Supervisors Bohn and Madrone to a CWS Ad Hoc committee. The CWS Ad hoc Committee would serve as the Board's representatives and be responsible for contacting Tribal Chairs through the Northern California Tribal Chairmen's Association and/or attending individual Tribal meetings to provide and receive information, to answer questions, and to facilitate discussions to identify targeted services to better serve Native American children and families.
