RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1) Approve an amendment to the agreement with Sacks, Ricketts & Case for professional services for the term of fiscal year 2020-21, by increasing the amount from $50,000 to $150,000; and
2) Approve the supplemental budget for Fiscal Year (FY) 2020-21 for Liability in fund 3524, budget unit 354, in the amount of $100,000.

DISCUSSION:
The County of Humboldt has used the services of Sacks, Ricketts & Case for many years. Sacks, Ricketts & Case provides investigative services to the County of Humboldt, including reviewing of documents, interviews with staff members, phone conferencing, preparation of summaries or reports and the preparation of appropriate factual determinations. Sacks, Ricketts & Case will investigate allegations related to the work environment and provide services that are reasonably required.
The current professional services agreement with Sacks, Ricketts & Case was approved by the Humboldt County Purchasing Agent on July 10, 2020 in an amount not to exceed $50,000 with a term through June 30, 2021. This agreement covers services provided for investigative services to the County of Humboldt. Due to the significant volume of cases and unforeseen issues, the current agreement needs an amendment to increase the not to exceed amount by $100,000. Staff would like to continue using the professional services of Sacks, Ricketts & Case through the remainder of the fiscal year, and recommends increasing the total cost of the agreement to a total not to exceed amount of $150,000 for the term through June 30, 2021.
FINANCIAL IMPACT:
Ongoing expenses under the agreement are funded through the Liability Fund. The contract from today’s date through June 30, 2021 sets a maximum payable amount of $150,000, an increase of $100,000 from the agreement previously approved by the Humboldt County Purchasing Agent. Approval of the attached professional services agreement with Sacks, Ricketts & Case will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the amendment. This is not recommended as Sacks, Ricketts & Case is currently actively assisting the county in several matters within the scope of the agreement.
