DISCUSSION:

The Humboldt County Sheriff’s Office (HCSO) has been the recipient of the USFS Campground Patrol and Controlled Substance grants for many years. Public use of USFS lands is usually in remote areas where state and local law enforcement is thinly spread. To supplement what federal agencies can provide, cooperative agreements are entered with local law enforcement jurisdictions to reimburse for their assistance on USFS lands.

There are two programs within this agreement, Exhibit A: Campground Patrol and Exhibit B:

Controlled Substance Suppression. Campground Patrol pays actual costs of law enforcement staff patrol time and Controlled Substance Suppression supports operations addressing the manufacture and trafficking of controlled substances on USFS lands. Cooperative Law Enforcement Agreement is drafted for a five-year period and covers both grants. One-year Annual Operating Plans for each of the two programs will be signed each year of the cooperative agreement. This cycle began on Oct. 1, 2020 and ends Sept. 30, 2025 and is coming to the Board after the program start due to negotiation and processes within the federal government.

FINANCIAL IMPACT:

Specific funding amounts will be released once the five-year agreement is signed and budgets will be established at that point through the proper processes.

There is no additional general fund request for either grant.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs, building interjurisdictional and regional cooperation, and creating opportunities for improved safety and health.

OTHER AGENCY INVOLVEMENT:

United States Department of Agriculture, United States Forest Service

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Should the Board deny acceptance of grant funds, the Sheriff’s Office may choose to pursue other funding options or reduce programs.
