RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair of the Board and the Sheriff to sign the Cooperative Law Enforcement Agreement between the County of Humboldt and the United States Department of Agriculture (USDA), Forest Service Six Rivers National Forest (Attachment 1); and
2. Authorize the Sheriff, Undersheriff or Deputy Director of Sheriff's Administration to sign all future Annual Operating Plans, amendments, terminations, extensions, and documents directly related to the United States Forest Service Grants for the term of the Cooperative Law Enforcement Agreement October 1, 2020 to September 30, 2025.

DISCUSSION:
The Humboldt County Sheriff's Office (HCSO) has been the recipient of the USFS Campground Patrol and Controlled Substance grants for many years. Public use of USFS lands is usually in remote areas where state and local law enforcement is thinly spread. To supplement what federal agencies can provide, cooperative agreements are entered with local law enforcement jurisdictions to reimburse for their assistance on USFS lands.
There are two programs within this agreement, Exhibit A: Campground Patrol and Exhibit B:
Controlled Substance Suppression. Campground Patrol pays actual costs of law enforcement staff patrol time and Controlled Substance Suppression supports operations addressing the manufacture and trafficking of controlled substances on USFS lands. Cooperative Law Enforcement Agreement is drafted for a five-year period and covers both grants.
