Body
SOURCE OF FUNDING:
United States Department of Justice Drug Enforcement Administration
DISCUSSION:
Each year the DEA makes funding available to reimburse agencies for certain expenditures related to the eradication of marijuana in local jurisdictions. HCSO has received notice of approval for $394,000 for the period of Oct. 1, 2020 to Sept. 30, 2021.
The funds will be spent for overtime of deputies or officers directly engaged in the cannabis eradication process, as well as some direct costs associated with the eradication and/or arrest of controlled substance violators. Examples of direct costs utilized by HCSO in the past include rental of aircraft, fuel for aircraft, and minor repairs and maintenance to support cannabis eradication.
FINANCIAL IMPACT:
The supplemental budget request (Attachment 2) recognizes $394,000 of grant revenue. These grant funds are provided for specified activities directly related to marijuana eradication and controlled substance investigation and arrest. Any unused funds will be retained by the federal government at the end of the term. Acceptance of this agreement will have no impact on the county's General Fund.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs.
OTHER AGENCY INVOLVEMENT:
United States Department of Justice Drug Enforcement Administration
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the request to accept DEA funds however, this is not recommended as these funds are integral to continuance of the county's marijuana control programs. In order to continue these programs without interruption the department would have to seek funding elsewhere or request additional monies from the general fund to cover overtime and other direct costs associated with the eradication program.
