RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Ratify, approve and authorize the Chair to sign First Amendment to the MSA with ADP approving change to ADP Health Compliance and the completion of 2020 Affordable Care Act (ACA) reporting on the County's behalf.

DISCUSSION:
At the October 13, 2020 Special Meeting, your Board authorized a transfer from Contingencies in the amount of $85,000 to supplement budget 1100 130, Human Resources, for support resources associated with the ADP implementation. $35,000 of the total allocation was budgeted for ACA support. Human Resources/Risk Management subsequently partnered with ADP for support related to preparation and filing of the 2020 ACA compliance reporting. The attached Amendment to the MSA with ADP formalizes this change. Staff recommends that your Board ratify, approve and authorize the attached Amendment. This amendment will have retroactive effect as the compliance reporting was required to begin on January 20, 2021, to meet ACA deadlines and this item was delayed in returning to you Board to finalize the approval of the October 13, 2020 action.

FINANCIAL IMPACT:
Costs associated with 2020 ACA reporting are approximately $6,800. There is minimal financial impact associated with the change to ADP health compliance as these services are within the scope of the county's agreement with ADP.
