RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached memorandum of understanding template regarding the provision of additional continuing education opportunities to Department of Health and Human Services staff; and

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute memorandums of understanding that are substantially similar to the attached memorandum of understanding template, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

The California Association of Marriage and Family Therapists offers continuing education approval for programs that meet the requirements set forth in Sections 1887 through 1887.5 of Title 16 of the California Code of Regulations. The California Association of Marriage and Family Therapists' Continuing Education Provider Approval Program sets forth requirements to obtain and maintain approval for continuing education providers. Pursuant to the requirements established by the Continuing Education Provider Approval Program, an approved provider of Continuing Education Units may work with a co-sponsor upon execution of a written agreement which sets forth the financial, administrative and instructional responsibilities of each organization.

 

The Humboldt County Department of Health and Human Services (DHHS) is an approved provider of Continuing Education Units by the California Association of Marriage and Family Therapists for staff licensed by the Board of Behavioral Sciences. The attached memorandum of understanding will allow DHHS to collaborate with various community-based organizations for the purpose of providing certain DHHS employees with additional opportunities to obtain continuing education credit at no cost to the County of Humboldt. 

 

Accordingly, DHHS recommends that the Board approve the attached memorandum of understanding template regarding the provision of additional continuing education opportunities to DHHS staff.  It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute memorandums of understanding that are substantially similar to the attached memorandum of understanding template, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of additional continuing education opportunities to DHHS staff.

 

FINANCIAL IMPACT:

There are no costs associated with approval of the attached memorandum of understanding template since, pursuant to the terms and conditions set forth therein, DHHS will act as the Continuing Education Provider in exchange for access to approved trainings that will be developed and implemented by the co-sponsors. As result, the recommended actions will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by investing in employees and facilitating private/public partnerships to solve problems.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached memorandum of understanding template regarding the provision of additional continuing education opportunities to DHHS staff.  However, this alternative is not recommended since it would unnecessarily delay the process for providing additional continuing education opportunities to DHHS staff.
