RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Public Works Department, between Wallace Structures and Humboldt County for construction of Storm Damage Repair to Murray Road Post Mile 5.57; and

2.                     Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $2,680.10, which will bring the total amount paid to 100% of the contract.

DISCUSSION:

On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Murray Road Post Mile 5.57, located in the Fieldbrook area of central Humboldt County, experienced a sink hole failure that closed the travel lane for southbound traffic.

 

On Sept. 19, 2019, the Humboldt County Department of Public Works (Public Works) received funding approval from the Federal Highway Administration to proceed with the Murray Road Post Mile 5.57 Storm Damage Repair Project.  Public Works prepared plans and specifications based on a topographic survey of the damaged area.  The work consisted of removing trees, controlling traffic, installing a concrete culvert, reconstructing the roadway with aggregate base, placing hot mix asphalt, and installing sediment and erosion control items.

 

On Dec. 16, 2019, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Murray Road Post Mile 5.57 Storm Damage Repair Project for bids. On Jan. 7, 2020, the county received seven (7) bids for the project. The project agreement was awarded to Wallace Structures, the lowest responsible bidder, on Feb. 4, 2020. The award amount was $224,510, and contract change orders executed during the project decreased the authorized amount by $3,769.90.

 

Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by Public Works for this project, and approve the final claim for payment.

 

 

FINANCIAL IMPACT:

Total construction costs for this project are $220,740.10. Progress payments totaling $218,060 have been paid, and the final claim for payment in the amount of $2,680.10 is outstanding.

 

This project was funded through Federal Highway Administration Emergency Relief Funds (88.5%) and the Humboldt County Road Fund (11.47%). Construction costs are included in the Fiscal Year 2020-2021 Road Fund Budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
