RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contracts, including all change orders approved by the Public Works Department, between Van Meter Logging, Inc., and Humboldt County for construction of Storm Damage Repair to Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15, and 46.23; and

2.                     Approve the final claims for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amounts of $180 for Alderpoint Road (6B165) Post Mile 41.45, $385.02 for Alderpoint Road (6B165) Post Mile 43.55, $324.43 for Alderpoint Road (6B165) Post Mile 46.15, and $342.79 for Alderpoint Road (6B165) Post Mile 46.23, which will bring the total amounts paid to 100 percent of the contracts.

DISCUSSION:

On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15, and 46.23, located in the Bridgeville area of eastern Humboldt County, experienced roadway, embankment, and bridge approach damage. Emergency temporary repairs were performed at the time of the disaster to maintain essential traffic.

 

On Sept. 19, 2019, and Nov. 7, 2019, the Humboldt County Department of Public Works (Public Works) received funding approval from the Federal Highway Administration to proceed with the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15, and 46.23 Storm Damage Repair Project.  Public Works prepared plans and specifications for the project, consisting of constructing a rock buttress and gabion for stabilizing shoulders, regrading and stabilizing the roadway with geosynthetic reinforcement, and installing crash cushions and sediment and erosion control items measures.

 

On May 19, 2020, the Board of Supervisors authorized the Clerk of the Board to advertise the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15, and 46.23 Storm Damage Repair Project for bids. On June 23, 2020, the county received four (4) bids for the project. The contracts were awarded to Van Meter Logging, Inc., the lowest responsible bidder, on June 23, 2020. The award amount was Two Hundred Ninety-Five Thousand Nine Hundred Eighty-Six Dollars ($295,986), and contract change orders executed during the project increased the authorized amounts as follows: $130 for Contract Number 217229 (Post Mile 41.45), $5,040 for Contract Number 217230 (Post Mile 43.55), $626 for Contract Number 217232 (Post Mile 46.15), and $2,822 for Contract Number 217265 (Post Mile 46.23).

 

Public Works recommends that the Board of Supervisors accept the completed contracts, including all change orders approved by Public Works for this project, and approve the final claims for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are Three Hundred Four Thousand Six Hundred Four Dollars ($304,604). Progress payments totaling $31,773.75 have been paid for Post Mile 41.45, and the final claim for payment in the amount of $180 is outstanding.  Progress payments totaling $133,068.98 have been paid for Post Mile 43.55, and the final claim for payment in the amount of $385.02 is outstanding. Progress payments totaling $68,397.07 have been paid for Post Mile 46.15, and the final claim for payment in the amount of $324.43 is outstanding. Progress payments totaling $70,131.97 have been paid for Post Mile 46.23, and the final claim for payment in the amount of $342.79 is outstanding.

 

These projects were funded through Federal Highway Administration Emergency Relief Funds (88.53 percent) and the Humboldt County Road Fund (11.47 percent). Expenditure appropriations relating to completion of the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15, and 46.23 Storm Damage Repair Project are included in the approved Fiscal Year 2020-2021 Road Fund Budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contracts.
