RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation regarding the provision of transportation services in the Arcata, McKinleyville, Eureka, Fieldbrook, Bayside, Eel River Valley, Willow Creek and Hoopa Valley areas of Humboldt County for the period of July 1, 2020, through June 30, 2023;

2.                     Authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) original fully executed copy of each of the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation to the Department of Public Works for further processing.

DISCUSSION:

The attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation will allow for the provision of transportation services in the Arcata, McKinleyville, Eureka, Fieldbrook, Bayside, Eel River Valley, Willow Creek and Hoopa Valley areas of Humboldt County for the period of July 1, 2020, through June 30, 2023.  It should be noted that the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation come to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process due to the COVID-19 pandemic.

 

Accordingly, the Department of Public Works recommends that the Board approve, and authorize the Chair of the Board to execute, the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation regarding the provision of transportation services in the Arcata, McKinleyville, Eureka, Fieldbrook, Bayside, Eel River Valley, Willow Creek and Hoopa Valley Areas of Humboldt County for the period of July 1, 2020, through June 30, 2023.  It is also recommended that the Board authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation, after review and approval by County Counsel, Risk Management and the County Administrative office, in order to avoid any unnecessary delays in the provision of needed transportation services. 

 

FINANCIAL IMPACT:

The attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation have a total maximum amount payable of Six Hundred Nine Thousand Four Hundred Forty-Four Dollars ($609,444) for the period of July 1, 2020, through June 30, 2023.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and/or Klamath-Trinity Non-Emergency Transportation in their entirety. 

 

Expenditure appropriations related to the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation have been included the approved fiscal year 2020-2021 budget for Public Works Roads Division budget unit 1150-910 (Transportation Services).  Funding for the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation is available through Transportation Development Act/Local Transportation revenues received by the Department of Public Works.  As a result, approval of the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached transportation services agreements with Adult Day Health Care of Mad River, Humboldt Senior Resource Center and Klamath-Trinity Non-Emergency Transportation regarding the provision of transportation services in the Arcata, McKinleyville, Eureka, Fieldbrook, Bayside, Eel River Valley, Willow Creek and Hoopa Valley areas of Humboldt County.  However, this alternative is not recommended since it would result in non-compliance with applicable Transportation Development Act/Local Transportation funding requirements.
