RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve a waiver of the 960 extra-help hour limitation for the following staff members and an extension of 960 hours, to a maximum of 1,920 hours for Fiscal Year 2020-21, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required):

DISCUSSION:

Due to COVID-19 the Sheriff’s Office has had to rely heavily on extra-help staff to backfill positions due to medical leaves, Emergency Operations Center (EOC) Staffing for COVID-19, and increased need for staff for operations due to the pandemic.  The Sheriff’s Office is recommending a waiver of the 960-hour maximum limit and an extension of 960 hours, for a maximum of 1,920 hours this fiscal year for all the extra-help staff listed in the recommendation so that it may continue to adequately staff the EOC and Sheriff operations while the pandemic continues. This is consistent with Governor Newsom’s Executive Order N-25-20 issued on March 12, 2020.

 

FINANCIAL IMPACT:

The number of hours over 960 for each staff person will vary greatly depending on the needs of operations during this pandemic.  Hours worked for the EOC are 75% reimbursed by FEMA.   Hours worked for the courts are funded by Court Security Funding, the remaining hours will be managed within the Sheriff’s salary and benefits budget.  Staff does not currently anticipate a need for additional general fund dollars for this request.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the request for a waiver for the extra-help hours, however this is not recommended as it would reduce the level of service provided by the Sheriff’s Office for the benefit of the community.
