RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project;
2. Award the attached project agreement to GR Sundberg, Inc., for the total amount of Six Hundred Sixty-Three Thousand One Hundred Seventy-Four Dollars ($663,174.00); and
3. Authorize the Chair of the Board to execute the attached project agreement with GR Sundberg, Inc. upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On November 10, 2020, the Board of Supervisors authorized the Clerk of the Board to advertise the Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project for bids. On December 15, 2020, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project. It is also recommended that the attached project agreement be awarded to GR Sundberg, Inc., for the total amount of Six Hundred Sixty-Three Thousand One Hundred Seventy-Four Dollars ($663,174.00) and that the Chair of the Board be authorized to execute the attached project agreement with GR Sundberg, Inc. upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
The Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). The engineer’s cost estimate for the project is Six Hundred Sixty-Seven Thousand Nine Hundred Dollars ($667,900.00). The total project cost is estimated at Eight Hundred Twenty-Nine Thousand Dollars ($829,000.00). The Humboldt County Road Fund will be responsible for Ninety-Five Thousand Eighty-Six Dollars and Thirty Cents ($95,086.30) of the total costs associated with the Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project are included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 321-2118. As a result, completion of the Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Mattole Road (F3C010) Post Mile 6.50 Storm Damage Repair Project to GR Sundberg, Inc. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
