RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project;
2. Award the attached project agreement to GR Sundberg, Inc., for a total amount not to exceed Two Million Four Hundred Fifty-Six Thousand Six Hundred Ninety-Two Dollars ($2,456,692.00); and
3. Authorize the Chair of the Board to execute the attached project agreement with GR Sundberg, Inc. upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On November 10, 2020, the Board of Supervisors authorized the Clerk of the Board to advertise the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project for bids. On December 15, 2020, the County of Humboldt received four (4) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project. It is also recommended that the attached project agreement be awarded to GR Sundberg, Inc., for the total amount of Two Million Four Hundred Fifty-Six Thousand Six Hundred Ninety-Two Dollars ($2,456,692.00) and that the Chair of the Board be authorized to execute the attached project agreement with GR Sundberg, Inc., upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
The Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). The engineer’s cost estimate for the project is Three Million Five Hundred Nineteen Thousand Eight Hundred Twelve Dollars ($3,519,812.00). The total project cost is estimated at Three Million Seventy Thousand Eight Hundred Seventy Dollars ($3,070,870). The Humboldt County Road Fund will be responsible for Three Hundred Fifty-Two Thousand Two Hundred Twenty-Eight Dollars and Eighty-Five Cents ($352,228.85) of the total costs associated with the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project are included in the approved fiscal year 2020-21 budget for Road Fund budget unit 321-2118. As a result, completion of the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Alderpoint Road (F6B165) Post Mile 36.98 Storm Damage Repair Project to GR Sundberg, Inc. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
