RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and ratify the Department of Health and Human Services Director’s execution of, the attached grant agreement with the United States Department of Housing and Urban Development regarding acceptance of fiscal year 2019 planning grant funding made available through the Continuum of Care Program; and

2.                     Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached grant agreement with the United States Department of Housing and Urban Development, and any other agreements and/or documents required, or deemed necessary, to accept and secure fiscal year 2019 planning grant funding made available through the Continuum of Care Program, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

The Humboldt County Department of Health and Human Services (“DHHS”) has applied for, and has been selected to receive, fiscal year 2019 planning grant funding made available through the United States Department of Housing and Urban Development’s (“HUD”) Continuum of Care Program in the amount of Twenty-Five Thousand Eighty-Nine Dollars ($25,089.00).  Once received, DHHS will use such funding to cover certain costs and expenses associated with the operation of the Humboldt County Continuum of Care, the Humboldt Housing and Homeless Coalition, including, without limitation, costs related to applying for additional funding, coordinating and implementing housing and service systems, planning for and conducting point-in-time counts of people experiencing homelessness and monitoring funding recipients.

 

Accordingly, DHHS recommends that the Board approve, and ratify the DHHS Director’s execution of, the attached grant agreement with HUD regarding acceptance of fiscal year 2019 planning grant funding made available through the Continuum of Care Program.  It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached grant agreement with HUD, and any other agreements and/or documents required, or deemed necessary, to accept and secure fiscal year 2019 planning grant funding made available through the Continuum of Care Program, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the receipt of needed funding.

 

FINANCIAL IMPACT:

Upon approval of the attached grant agreement with HUD, DHHS will be eligible to receive a maximum of Twenty-Five Thousand Eighty-Nine Dollars ($25,089.00) in fiscal year 2019 planning grant funding made available through the Continuum of Care Program.  Approval of the attached grant agreement with HUD will not impact the Humboldt County General Fund. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, improving the safety and health of local communities and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached grant agreement with HUD regarding acceptance of fiscal year 2019 planning grant funding made available through the Continuum of Care Program.  However, this alternative is not recommended since it will not allow DHHS to accept funding intended to support critical administrative and support work that is required to ensure the continued provision of needed housing and services to individuals and families who are experiencing, or at risk of experiencing, homelessness in Humboldt County.
