RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contract, including the change order approved by the Public Works Department, between Mobley Construction dba MCI, and Humboldt County for construction of Williams Creek Emergency Streambank Repair Project; and
2. Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $306.57, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:
The Governor of the State of California declared a disaster for Humboldt County due to severe winter storms that occurred during the period of Feb. 24, 2019, through March 1, 2019. Due to the flooding associated with this declared disaster, the streambank of Williams Creek near Ferndale suffered scour and erosion resulting in the failure of an earthen berm on privately owned property and discharge of sediment-heavy floodwaters onto Ambrosini Lane, a county-maintained road, and adjacent property. The private landowner performed limited repairs to the berm during the summer of 2019; however, the berm continued to be unreinforced and vulnerable to further erosion.

Due to the imminent threat of further flooding, road closures and property damage, the Humboldt County Department of Public Works ("Public Works") evaluated options to reduce impacts to Ambrosini Lane within the criteria that a project would not transfer flooding impacts to a new location and would not conflict with the ongoing Salt River Ecosystem Restoration Project led by the Humboldt County Resource Conservation Di...
