RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contract, including the change order approved by the Public Works Department, between Figas Construction and Humboldt County for construction of Storm Damage Repair to Herrick Avenue Post Mile 0.74; and
2. Approve the final claim for payment, as submitted by the Public Works Department to the Auditor-Controller, in the amount of $417.83, which will bring the total amount paid to 100% of the contract.

DISCUSSION:
On Mar. 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Herrick Avenue (3J410) Post Mile 0.74, located in the Pine Hill area of Eureka, experienced an embankment failure due to erosion at a storm drain outlet. The embankment failure threatened further damage to two (2) adjacent urban properties.

On Oct. 15, 2019, the Humboldt County Department of Public Works (Public Works) received funding approval from the Federal Highway Administration to proceed with the Herrick Avenue Post Mile 0.74 Storm Damage Repair Project. Public Works prepared plans and specifications based on a topographic survey of the damaged area prepared by Points West Surveying Company. The work consisted of constructing a rock buttress, placing a junction structure with a heat-fused pipe down-drain, installing a cured-in-place liner in the existing pipe between Herrick Avenue and the new junction structure, restoring the construction access to pre-project conditions, and installing sediment and erosion control measures.
